The California Public Employee Relations Program is associated with the Institute of Industrial Relations, University of California, Berkeley. Established in 1969 following passage of the Meyers-Milias-Brown Act, the CPER program chronicles developments in public sector employment relations in its bimonthly periodical, California Public Employee Relations. The program also publishes a series of "Pocket Guides" to the collective bargaining laws governing California public employees.
As Program Director and Editor of the publication since January 1994, I supervise the associate editor, managing editor, and production-circulation manager as well as a research assistant and legal intern. As a writer for the CPER publications, I have contributed hundreds of articles about collective bargaining in local government jurisdictions, legal decisions affecting public sector employees, arbitration awards, and decisions of the Public Employment Relations Board. In addition, I solicit and review submissions from outside authors.
II. CALIFORNIA PUBLIC EMPLOYMENT RELATIONS BOARD, SACRAMENTO, CALIFORNIA
Staff Attorney, General Counsel's Office (January 1987 to April 1988)
Represented administrative agency in litigation brought by parties challenging board decisions applying the Educational Employment Relations Act (covering school and community college employees), the Ralph C. Dills Act (covering state employees), and the Higher Education Employer-Employee Relations Act (covering higher education employees). Prepared legal documents in injunctive relief cases where board sought to enjoin conduct prohibited by the three PERB-administered statutes. Investigated unfair practice charges and issued complaints against conduct prohibited by the state laws.
Board Counsel (May 1979 to April 1988)
Researched the legal issues raised by the parties' appeals of proposed decisions of administrative law judges. Drafted board decisions in cases involving unfair practice charges, representation disputes, administrative appeals, and injunctive relief requests.
III. NATIONAL TREASURY EMPLOYEES UNION, SAN FRANCISCO, CALIFORNIA (October 1977 to May 1979)
Assistant Counsel, National Field Representative
Represented federal employees and local union chapters in grievances, arbitrations, unfair labor practices, and representation disputes. Drafted contract proposals and served as regional spokesperson at bargaining table.
IV. EMPLOYMENT LAW CENTER, SAN FRANCISCO (June 1975 to January 1977)
Law Clerk
Represented clients at unemployment insurance and discrimination hearings. Assisted attorneys with preparation for litigation in discrimination lawsuits.
