After the enactment of AB 646, requiring factfinding of bargaining impasses before implementation of a local government employer's implementation of its last, best, and final offer, the Public Employment Relations Board adopted emergency regulations affecting jurisdictions covered by the Meyers-Milias-Brown Act. PERB has now started the regular rulemaking process regarding its proposal to make the emergency regulations final.
Written comments may be submitted by June 12, 2012, to Les Chisholm, Division Chief in the Office of the General Counsel, or at the public hearing. The public hearing will take place at 10:00 a.m. on June 14, 2012, in Room 102 of the PERB headquarters building at 1031 18th Street, Sacramento, California.
